MM play clock

Who manages the play clock? rules state 35 seconds but we clocked two times today, teams taking 40 seconds to snap.

We started the 3rd quarter today on defense. offense gets a false start penalty and then they set ball, coach on offense is asking ref a question and the don't snap the ball to start the 3rd quarter until a 1:15 into the third.  is this okay according to rules or was this a mistake?

also the 2 minute warning we go to standard rules and not continuous clock.. we ran out of bounds and clock kept going. They also didnt run the clock on one of our plays, and that hurt the other team.. Just thought this was weird and getting an opinion on how the ref should have handled the clock situation

The referee manages the 35-second play clock for Mighty Mite.

We normally wind the clock once the teams are ready for play, so it is possible to have a false start and use up a minute or more. 

There is a 2-minute warning in the 4th quarter, regulation clock afterwards UNLESS one team is up by 28.
