Is offsides without contact supposed to be a dead ball foul?

Restrictions for Offsides (called Encroachment) in NFHS and below starts once the snapper places their hand on the ball.
We are a bit lenient on this until the signal starts or the snap is imminent. 
But neither team may be in the neutral zone once the snapper places their hand on the ball - if they actually jump offsides (encroachment) you are not allowed to get back like you can in college and pro football.
If you jump into the neutral zone it is in an infraction.

facemask can be a personal foul but it is not an automatic first down. 
It can be the 5 yard or 15 yard variety depending on the severity of the act.  If in doubt, we normally call the personal foul - 15 yards. 
Roughing the QB, Holder, Snapper and Unsportsmanlike penalties are the only penalties that include an automatic first down.
