You may want to post this in the "Ask the refs" forum. I suspect the Director of Officials can answer this but I don't know if he checks other forums besides that one.

Last year that was a legal play! This year it’s a 15 yard penalty if there is contact.

Prohibition on Tripping the Runner [2-45, 9-4-3o (NEW), 9-4-3o PENALTY (NEW)] —

In an effort to decrease risk, tripping the runner is now prohibited. It is now a foul to intentionally use the lower leg or foot to obstruct a runner below the knees.

That would likely fall under tripping.

If there's intent, it's an unsportmanlike.

It is NOT unsportsmanlike - unsportsmanlike is a non-contact foul.  It IS a personal foul.  Important distinction because 2 unsportsmanlike fouls is a disqualification but that is not the case for personal fouls.
