Rule clarification

On the spot of the ball afterm the clock has stopped. How does the rule state? MY interpretation is it cannot be snapped until the whistle has been blown. Is that correct. AND if so. The ball cannot be snapped the same time the whistle is blown. Another words,  you cannot use the whistle as the signal to snap the ball. Correct or am I wrong?

You can snap the ball as soon as the ball is set ready for play. 
Technically it could be bang/bang.

Bobby,

You probably need to clarify this with your crews. When we played @ Bishop Kelley in week 8, we were trying to go hurry up and catch them changing players. We snapped the ball (with them having 14 players on the field) and the head official blew his whistle and said we had to wait until he whistled the ball ready for play. The linesman on our side explained that since he was setting the ball we had to give him time to get into position.

They are correct.   You do have to wait until the ball is set for play.  The umpire has to spot it and the chains have to be ready before we normally set the ball ready for play. After the ball is set ready for play you can snap it.  Sorry if I misunderstood the question.
