Question about motion

Hello!
      Correct me if I’m wrong but a quarterback falls under the same rules as a running back when in motion. Just a couple other questions in regards to the rule about a quarterback going in motion as well. Can he start his cadence under center then motion out? And can he continue his cadence while he is in motion? We did this in HS and I have implemented a few plays where my quarterback actually goes in motion.  I have a coach who wants to get clarity from an official on the actual rules when doing so. Thanks in advance!!!!

If you are doing it and it simulates the snap, the penalty would be on the offense.  He would have to step back slowly from center, similar to a shift (SLOWLY) and it still might be on the the offense if the defense jumps. 
Honestly, if you are just doing it to try to get the defense to encroach it is most likely to be on the offense. 

QB can go in motion from the shotgun no problem.  (still can't simulate the snap)

In high school I believe we used it to get the opposing team to jump. But technically we don’t even run the play we ran waaaaay back when. I strictly want to use it for deception and to confuse the defense. Someone is in motion on every offensive play way run. I’m going with.... “Yes, As long as it’s a distinct motion and isn’t intended to pull the defense offsides.” Sound right?

When you say deception that is a fine line your are walking.  You cannot use it for the old "Hey this is not my ball trick" or "where is my ball" or "I need the tee stuff" - they outlawed that a few years back. (unsportsmanlike penalty)
