First of all the refs at the game were awesome, I'm just not sure if I was off on the rule or they were. We were told that during the punt there is no way for the kicking team to recover in 3rd grade. Now I understand if it was partially blocked but this kick was never touched at the line. They ended up awarding us the ball, but later told me they shouldn't have. No effect on the outcome, I just want to be clear on the rule. I know at this age we can declare punts, but we use this age to practice everything we can. Thanks in advance!

Not likely but I wouldn't say never.  Did the ball go past the line of scrimmage?  Was it touched by the defense downfield? 
Even if it was touched at the line of scrimmage that touching would be ignored.

Went 15 yards downfield touched the receiving team first

Then it should have been your ball.  Are you saying the officials told you because it was third grade that you couldn't have the ball back?
The 20 yard punt rule is just an option, if teams want to punt the ball it is a live ball and the results of the play should be just like 6th grade and above.   
If so, I will add to me weekly email I send out to the officials.  Doesn't happen often so thanks for bringing it up.

That's the way I understood it, but like I said they awarded us the ball in the end. We Would have lost either way and was not a turning point trust me lol. Thanks!
