Quick Clarification had a PI called on us the WR still caught the ball and scored. That team was still allowed to accept the penalty and assess it on the kick off. They told me that since it was a scoring play the PI was treated like a Personal Foul so they got both the TD and the penalty.

Director of Officials:
That is correct.  Fouls that happen on a scoring play can either be assessed on the extra point or the kickoff, the offended team gets the option. 
It is treated like a dead ball foul not a personal foul, that is the only wording that was incorrect below.

Interesting so that is for any defensive penalty that occurs on a scoring play? So is the yardage assessed on the Kick Off always the same or does it depend on the penalty that occurred?

Yes I know it doesn't happen often but it could be a penalty on the offense as well.   
Yardage depends on the penalty.  Most are Def Pass Interference/Personal Fouls/Unsportsmanlike which are 15 yards but it could be a few others such as Defensive Holding which is a 10 yard penalty.
