didn't know this post was going to evolve into the thread that it did but I will say the ball in not live until the official sets the ready for play - it doesn't matter when he sets it down.  Seems both of you have a point and I am certainly not taking a side but in MM - we would normally err on the side of getting the players set up correctly - If a defensive team is trying to take advantage of that then yes the defense could be penalized.  Sounds like some coaches are ready to get after it Saturday    Good luck to all!
