flexed out 1 striper

Can you flex out a 1 striper as long as he is on the line like a TE. Wouldn't be a receiver as that would be illegal but for blocking purposes and shifting etc..

Not sure of the actual rule on it but I have seen this done as long as he was on the line. Only thing was we knew we didn't have to cover him because of being a 1 striper.

sorry its for 4th grade. I don't see anything in the rule book saying this is illegal just that he is not eligible which goes without saying

That is correct.  You can line them up flexed out.  He is Just not eligible. 
Makes it tough on the officials because of the numbering exception.
