bobbled snap extra point / on side kicks

Could someone please get all the refs on the same page with regards to bobbled snaps on extra point attempts.   We have seen it called multiple ways this season and just want a consistency to the calls.  If the extra point is taking place the center snaps the ball to a holder.  The Holder has a knee on the ground and bobbles the snap.

1.  Can the holder get up and run the ball into the endzone for the extra point?
2.  Can the holder get control of the bobbled snap from a kneeling position and stand up, run, or toss the ball to the kicker who runs the ball into the endzone?

We were told early on in the year that the ball as soon as it is bobbled by the place holder it should be whistled dead to protect the holder.

Don't care what the rule is just as long as it is enforced the same week to week.

Also, with the onside kicks:
1.  Can you make contact inside the 10 yard gap between the kicking team and receiving team during the onside kick if opposing players are inside this 10 yard gap?   Different every week.
2.  Is it ok to make contact with kids away from the ball during the onside kick?  Was told both ways during the season.
3.  Are "gunners" allowed to make contact with the opposing kids to "blow up the play" and force a fumble?  Was told this weekend that you are not allowed to blow up kids. 

I ask again because I have seen his called both ways all season, and it makes it really hard to coach the kids the correct way.

Rule 4, Section 2 (Exceptions)
The ball remains alive if, at the snap, a place-kick holder with his knee(s) on the ground and with a teammate in kicking position catches or recovers a snap while his knee(s) is on the ground and places the ball for a kick or if he rises to advance, hand, kick or pass or The ball remains alive if, at the snap, a place-kick holder with his knee(s) on the ground and with a teammate in kick position rises and catches or recovers an errant snap and immediately returns his knee(s) to the ground and places the ball for a kick or again rises to advance, hand, kick or pass.
NOTE - The ball becomes dead if the place-kick holder muffs the snap or fumbles and recovers after his knee(s) have been off the ground and  he then touches the ground with other than hand or foot while in possession of the ball

So the answer to your first question is yes the holder can get get up and run the ball into the endzone - assuming he is not a 1 striper. 
2nd question answer - it depends if his knee has been off the ground as you can see in the NOTE section above from the rule book.  By bobbled snap, I am assuming that is a muffed snap. 
Lots of moving parts here so it is easy to see why coaches and or officials would have a hard time keeping all that straight on top of it not happening very often.  I will definitely send this information out to the officials this week in our weekly newsletter though.   

Onside Kicks:
The Receiving team can go make contact at any point after the ball has been kicked.  The only restriction the receiving team has as that they may not block the kicker until he has advanced 5 yards beyond Team K's free kick line or until a kick has touched the ground or a player.

The Kicking team is prohibited from blocking an opponent until they are eligible to recover the ball, the ball has gone 10 yards or the receiving team initiates a block within the 10 yard neutral zone. 

Answer to your question on onside kicks:
1.) It depends on which team you are talking about and what has happened at that point.  See rulebook notes above. 
2.) It is OK to make contact away from the ball but there is no need for unnecessary roughness.
3.) See rule above on when "gunners" can make contact with the receiving team.     

I will forward the rules on onside kicks to the officials as well this week.

Lot of stuff here and Bobby may want have some philosophy specifically for INFC.  I can try to take these 1 at a time and give the rule and some interpretation.

Extra points:  Rule - the holder may raise from his knee to retrieve an errant snap. Once he does he may run, pass, or return to the ground and place the ball for the kick.  IF he comes off th knee and returns to his knee to hold the ball, at that point he is stuck. He may not raise again and run or pass. So answers to the questions...

1.  Can the holder get up and run the ball into the endzone for the extra point? 
--Generally YES.  However INFC has a rule that if your kicker is a striper, this play should be blown dead.  The reasoning is that they are making an exception to the striper rule by allowing him in the backfield. If he kicks fine, if anything else happens, play is over. 

2.  Can the holder get control of the bobbled snap from a kneeling position and stand up, run, or toss the ball to the kicker who runs the ball into the end zone? 
--Again, YES. But again, if the kicker is a striper, this play is dead.

Also, with the onside kicks:
1.  Can you make contact inside the 10 yard gap between the kicking team and receiving team during the onside kick if opposing players are inside this 10 yard gap?   
--I posted specific rule reference and wording on another thread about this.  The short answer is that the Kicking team may not initiate contact in this area until the ball has gone 10 yards, R touches the ball, or R initiates a block first. 

2.  Is it ok to make contact with kids away from the ball during the onside kick?  Was told both ways during the season.
--It's never ok to contact a player obviously out of the play.  So if the player away from the ball is trying to participate in the play, it maybe ok. If he's standing around watching the action across the field- it's a foul.

3.  Are "gunners" allowed to make contact with the opposing kids to "blow up the play" and force a fumble?  Was told this weekend that you are not allowed to blow up kids. 
--maybe my interpretation of the question is wrong, but what I think you're asking is on an onside kick, can your gunner make contact with a receiving team player in an attempt basically take him out of the play?!?!  See the answer to #1.  In most of these situations the ball has not gone 10 yards yet or been touched by R yet.  In this case, it is a 10-yard illegal block and if severe enough could be deemed a personal foul.
