Blood on Player

This is a high school question but haven’t had any luck.

Defender is removed from game with blood on his arm. Offense calls a timeout during next play, defender is wrapped and attempts to re-enter. Officials say he has to sit a play, it is not stated that a player sent off for blood has to sit in NFHS rule book in Rule 3 Article 10 C. Any help would be appreciated

First words in Rule 3 article 10: An officials time-out occurs, and the player shall be replaced for at least one down unless halftime or overtime occurs.   And then it talks about blood as one of the reasons in part C. 

you might be getting it mixed up with basketball where they can buy the player back in?
