4th grade 1 stripper?

In 4th grade can a 1 stripper be lined up at receiver?  If so how can we expect the corner or safety to know he is a stripped player and not cover him for a pass? We brought this up to the ref this weekend and he said it was legal for him to be out there at receiver.

From rulebook

One Striper:

Offense
1. MAY play end but is NOT an eligible receiver and CANNOT advance the ball in a designed play but may advance the ball after the recovery of a DEFENSIVELY CAUSED fumble. The rulebook does NOT differentiate between tight end or split end, just an end in a formation.

Nothing in the rules requires a one striper lined up as an end  to declare that they are indeed a 1 striper/ ineligible. So, it's suggested if you see an offense doing this, adjust your defense accordingly...

So you're saying the 1 stripper can be the outside receiver on a trips formation?

The old Ninja formation.  It is legal. 
There is a green neon sticker on the back of his helmet but I guess it could be hard to see if he is looking at the defensive back.

If it's legal that's fine.  I'm not trying to make excuses or anything.  I just think it is something that needs to be looked at.  We're playing a cornerback 10 yards off the ball to protect the pass when we shouldn't be.

It is legal as long as he is on the line, even if split out.
